Karen Spencer - QMRP (Qualified Mental Retardation Professional)

Karen serves as the QMRP for High Plains and has lived in Wichita Falls since 1991. She attended Midwestern State University and completed her Bachelor of Arts in Psychology in 1993 and a Master of Arts in Human Resources in 1996. Karen began working in this field in 1992 when she got her first job working as an overnight direct care worker caring for severely disabled children. Since that time, Karen has worked for two other service organizations where she has served as a House Parent Supervisor, Job Coach, Case Manager, QMRP, HCS Program Manager, as well as began a day program with another local provider. Karen came to High Plains in 2000 where she assumed the role of QMRP. Karen oversees the 4 group homes, day program, as well as manages a team of approximately 45 staff members. As the QMRP, Karen is responsible for creating individualized active treatment programs for each resident served by High Plains. She ensures that programs are written to meet the resident’s needs and are implemented appropriately by trained facility staff.

Kelli Beach – Assistant QMRP

Kelli has lived in Wichita Falls, TX since 1990. She came to High Plains as an Administrative Assistant in 2006 and now serves as an Assistant QMRP and continues in her role as Administrative Assistant, with over 15 years of office management experience. Kelli is responsible for staff scheduling, monitoring resident assessments, writing resident trainings, compiling yearly individual program plans, writing quarterly reviews, monitoring client assessments, reviewing fire drills, job development, job coaching and helping at the day program.

Jennetta Baker/Sue Beaver – Administrative Assistants

Jennetta came to High Plains in 2002 and is our lifeline to payroll, keeping vendors paid, working with residents and staff in maintaining the resident checkbooks and managing their money in prudent manner. The working residents proudly march into the office every two weeks to present her with their paychecks. Jennetta is also our chief liaison with Medicaid and Medicare programs and oversees resident eligibility through the State of Texas and the Federal government. She is the “keeper of the files” and Lord knows we generate a lot of paperwork around here. Though it could be said for most people who work here at High Plains, Jennetta is truly one whom we could just not function without. She now shares these responsibilities with Sue Beaver. Sue has a long background working in the accounting field and brings these skills to good use here at High Plains. Sue joined us in 2007 and is well loved by the residents. To put it simply, this office would not function without these two ladies.
